EUDR, new EU guidelines on deforestation-free products The EU Commission has published a new guideline, an operational guidance document on Regulation (EU) 2023/1115 on deforestation-free products (EUDR) which introduces obligations for operators and traders in relation to the placing or making available on the Union market, as well as the export from the Union, of raw materials associated with deforestation and derived products.

The guide provides practical examples to help companies and operators understand their obligations along the beef, cocoa, coffee, palm oil, rubber, soy and wood supply chains and illustrates 11 supply chain scenarios based on operator type (operator/distributor), company size (SME or large enterprise) and position in the value chain.

The rules mentioned in the scenarios
, although applying to specific supply chain situations and individual products, apply generally to all relevant products .

This document is not legally binding; its sole purpose is to provide information on certain aspects of the EUDR.
It does not replace, complement or amend the provisions of the EUDR, which sets out legal obligations.

EUDR Sanctions
Each EU Member State is responsible for establishing specific penalties for non-compliance with the European Deforestation Regulation. However, the legislation requires that penalties cannot be less than 4% of the economic operator's total annual turnover.
