The Ministry of Agricultural, Food and Forestry Policies has published the new provisions regarding adherence to the National Quality System of Integrated Production - SQNPI, applicable to 2022.
OPTIONAL TRANSITIONAL CERTIFICATION
THE POSSIBILITY OF OPTING FOR AN OPTIONAL TRANSITIONAL CERTIFICATION, IN ADDITION TO THE SQNPI CERTIFICATION, HAS BEEN INTRODUCED FOR OPERATORS WHO INTERVENE IN THE POST HARVEST PHASESThe SQNPI standard has been integrated with the inclusion of additional commitments for the operators involved in the post-harvest phases. For the year 2022 these commitments are not mandatory, therefore the operators have the right to ask CSQA to verify the compliance of their application. CSQA will consequently issue a specific additional certification to the SQNPI one.
Compliance with the additional commitments is optional and transitional only for 2022, from 2023 it will be mandatory and, therefore, an additional condition of the SQNPI certification process.
The additional requirements that the operators and structures of the post-harvest phase must comply with in order to obtain the transitional optional certification are summarized below (paragraph 10.3.9 of the "SQNPI - adhesion, management and control " standard applicable to 2022 ).
A. ENVIRONMENTAL PROTECTION REQUIREMENTS
The operator must:- monitor and manage the production of wastewater from the transformation and/or storage and/or conditioning plant:
- record wastewater (quantity and type)
- prepare a three-year management improvement plan for the reduction of the quantities produced and/or for a lower environmental impact of the same;
- carry out an annual review of the plan
- monitor and manage processing waste and by-products:
- record waste and by-products (quantity and type)
- prepare a three-year management improvement plan for the reduction of the quantities produced and/or for a lower environmental impact of the same;
- carry out an annual review of the plan
- record the consumption of fresh water withdrawn from surface water or groundwater and used in the transformation and/or conditioning plant;
- prepare a three-year plan to improve the management of water resources which includes interventions for the reduction of consumption and the recovery of wastewater and rainwater to be treated and earmarked, for example, for:
- Cleaning internal areas and yards;
- Irrigation of green areas adjacent to the structures involved;
- Toilet flushes.
- monitor energy consumption and prepare a three-year plan to improve the management of energy resources with interventions aimed at reducing consumption and producing energy from renewable sources. Alternatively, it must resort to supplies of energy produced from certified renewable sources;
- prepare a three-year action plan that aims to reduce packaging and encourage the choice of reusable ones or products with recycled material.
B. ETHICAL-SOCIAL REQUIREMENTS:
The operator must:- draw up an updated list of employed workers, including para-subordinates, with an indication of the type of contract applied as provided for in article 51 of legislative decree 15 June 2015, n. 81, of the origin of the worker, gender, age, duration of the contract, duration of the employment relationship and turnover;
- enroll in the network of quality agricultural work set up at INPS or
- demonstrate that you are up to date with the payment of contributions (DURC)
- demonstrate that they have not received administrative or criminal convictions for violations of labor and social legislation;
- carry out the risk assessment by:
- Adoption of the Workplace Risk Assessment (DVR) document
- Workplace accident monitoring (adoption of accident register)
- prepare a business plan within which to foresee the methods and times for the realization of the company commitments relating to:
- training for all staff on occupational safety and production sustainability.
SQNPI OBSERVATORY
THE SQNPI OBSERVATORY HAS BEEN INTRODUCED WITH THE OBJECTIVE OF COLLECTING REPORTS OF ANY NON-CONFORMITY OF THE OPERATORS OPERATING UNDER THE SQNPI REGIMEParagraph 8.4 of the "SQNPI - membership, management and control " Standard:
Every citizen can report any non-compliance by operators operating under a quality system. Reports to be sent to OsservatorioSQNPI@politicheagricole.it must contain:
- Details of the sender
- General information of the operator
- Non-conformity detected by numbering in Annex I to the Control Plans (documents available at this link )
It is mandatory for operators participating in the system and requesting the optional transitional certification to advertise, in any way (website, billboards, etc.), the address of the SQNPI Observatory.
SQNPI COMPANY REGISTER
STARTING FROM 2023, ONLY FOR PARTICIPANT OPERATORS WITH TRADEMARK PURPOSES (SQNPI CERTIFICATION), IT IS PROVIDED TO KEEP THE SQNPI COMPANY REGISTER OF A COMPUTERIZED TYPE.REGISTRATION OF TRACEABILITY DATA ON THE INFORMATION SYSTEM
THE OBLIGATION OF ALL OPERATORS OF THE POST-COLLECTION PHASE TO REGISTER ON THE INFORMATION SYSTEM OF THE INTEGRATED PRODUCTION HAS BEEN SPECIFIED.Paragraph 11.3 of the "SQNPI - membership, management and control " Standard
The operator must acquire the documents certifying the lots certified in the cultivation phase
and proceed to upload these lots in the appropriate section of the SI relating to your company.
Furthermore, he must follow the procedure indicated by the SI until the transfer or placing on the
market of the certified product identified by the SQNPI mark.
Below are some basic indications to guide you on the portal:
Once in the "Management" section, select the "Registration of certified batches" item.
