The Ministry of the Environment and Energy Security has issued the Decree which approves the application rules for accessing the incentives for the introduction of biomethane into the natural gas network.
The act is one of the actions envisaged to implement the measure of the PNRR which supports the production of biomethane, both through new plants and through the conversion of existing biogas structures. In drafting the rules, MASE was supported by the Energy Services Manager - GSE spa, a company founded in 1999, wholly owned by the Ministry of Economy and Finance (MEF), which economically encourages the use of renewable sources in Italy, and promotes energy efficiency and the culture of sustainable use of energy.
With the allocation of capital grants for investments and incentive tariffs for the net production of biomethane, for over 1.7 billion euros, MASE estimates it will promote a production capacity of around 2 billion cubic meters a year by 2024, ten times more than current production.Biomethane is a source of renewable energy deriving from agricultural biomass such as dedicated crops, agricultural by-products and waste, animal manure, from agro-industrial biomass , i.e. waste from processing the food chain, and from the organic fraction of municipal solid waste (FORSU). Obtaining biomethane takes place in two phases: production of raw biogas, mainly through the anaerobic digestion of biomass, and subsequent removal (upgrading) of the components not compatible with introduction into the network (CO 2 ).
The application rules contained in the Decree of 13 January contain:
- the public notice schemes for each of the envisaged procedures,
- templates for applications for participation,
- the documentation to be sent to verify compliance with the requirements,
- the standard contracts to be stipulated between the GSE and the requesting subjects.
